With the deepening of urban development of community building, community peoples'require of improve the living environment, improve the voice quality of life is higher .Therefore, to improve the level of community volunteer services, to further explore the volunteer services mechanism, enrich the content of community volunteer services, is becoming an important issue of promoting the city. As an important part of management of service in volunteer community, reasonable standard, effective incentive mechanism to protect the basic rights of community volunteers, to maintain enthusiasm for community service volunteers, to avoid the passage of volunteers to promote the healthy and orderly community volunteer action development. Incentives for community volunteers and recognition, the key is to form a reasonable incentive mechanism, to encourage community volunteerism and recognition system, standardization and routinization, formed to promote active participation in community volunteer services, volunteer motivation and support force.This paper use historical research methods, comparative research methods, the analysis of combing the theory and practice at home and abroad, based on community volunteer service on the incentives of the current situation and existing problems, analyzed, and through the United States and Britain incentive mechanism, trying to find out the experience for reference, volunteers motivated by factor analysis, to find volunteers to participate in voluntary service at present, adhere to the service, and drop out of different factors, specifically the needs of volunteers motivated. On this basis, a complete set of community volunteer service incentive mechanism.At present, the lack of community volunteer service performance incentive for the relevant laws and regulations are not sound, organizational system, lack of government-related incentives, poor professional training, activities, lack of funds and services. The current motivation of volunteers include dedication needs, self-actualization needs, knowledge needs, social needs, vesting requirements. Lack of incentives for the status of young volunteers, should be from outside the social level, organizational level and individual level three perfect incentive measures of community volunteers. Improve the social dimensions of community volunteers is the volunteer incentive approach to provide policy and legal protection, nurturing and promotion of volunteerism and culture, broadening financing channels for volunteer activities, strengthening of social rewards incentives, duty honor-based, development-oriented incentives, social security incentives ; the organizational level within the environment of organized incentives, training, incentives, performance incentives, pleasure motivation; ways to motivate the individual level, including strengthening the motivation of self-worth, strengthen self-achievement motivation, strengthen self-improvement motivation.
