Social organization is an indispensable force of rural community pension service.In China’s rural areas,the phenomenon of hollowing out and aging is becoming more and more serious.The old people in rural areas are more dependent on the original acquaintance society,and it is difficult to cope with the rapid growth of pension demand only by the government.Therefore,the rural community pension service mode emerges as the times require.However,there is a lack of incentive mechanism,the enthusiasm of social organizations has not been fully mobilized,and the vitality of participating in rural community pension has not been stimulated.Rural endowment resources are scarce and endogenous power is insufficient,so there is a great demand for social endowment.Therefore,it is of great practical significance to explore how to establish an effective incentive mechanism to promote social organizations to participate in rural community endowment service.This paper takes social organizations as the object,focuses on the rural community pension,and studies the incentive mechanism of the participants.Using the life cycle theory,resource dependence theory,institutional analysis theory and organizational culture theory,this paper studies from five aspects.Firstly,it analyzes the necessity and feasibility of social organizations’ participation in rural community pension service,clarifies the practical needs and practical basis of social organizations’ participation;secondly,it analyzes the current situation of social organizations’ participation in rural community pension service,expounds the overall situation and government support situation,combs the current policy documents on community pension,and sorts out the implementation effect,and obtains the conclusion At present,social organizations in the rural community endowment participation enthusiasm is not strong,there is a lack of incentive mechanism,and for resource incentive,system incentive,cultural incentive status points out the shortcomings;third,in view of the problem to build an idealized incentive mechanism,through the analytic hierarchy process to establish an index system to show which indicators a complete incentive mechanism should contain,and put forward some suggestions With the help of life cycle theory,social organizations are divided into growth stage,development stage and mature stage.Combined with weight and theory,incentive mechanisms with different emphasis are concluded in different stages.Fourth,empirical analysis is made on the incentive mechanism,and fuzzy comprehensive evaluation is made on typical cases with the evaluation index of the incentive mechanism,so as to summarize experience and shortcomings.Fifth,problems are solved This paper puts forward countermeasures and suggestions for different incentive mechanisms,such as insisting on resource incentive mechanism,enriching institutional incentive mechanism and strengthening cultural incentive mechanism.The study draws the following conclusions: first,the enthusiasm of social organizations to participate in rural community pension service is not strong,lack of incentive mechanism.Second,social organizations have a life cycle,and the corresponding incentive mechanism is better for the social organizations in different stages.Third,the growth stage focuses on resource incentive mechanism,including increasing support for human resources,social resources,policy resources and financial resources;the development stage focuses on institutional incentive mechanism,including improving human management system,supervision and restraint system and financial and tax support system;the mature stage focuses on cultural incentive mechanism,including strengthening spiritual culture and behavior culture. |
