In recent years,with the increasing number of the elderly population in China,the elderly care problem has become increasingly prominent,how to better serve the elderly group has become the focus of social concern.In the development process of community pension service,community voluntary pension service plays a very important role,but there are still many problems in the process of community volunteers participating in community pension service,which,to a certain extent,limits the healthy development of China’s community voluntary pension service.Therefore,we need to improve and perfect the more scientific and effective incentive mechanism of community pension volunteers,further stimulate the enthusiasm of community pension volunteers,so as to promote the healthy development of community pension services.This paper adopts literature research method and field research method,starting from the relevant research status at home and abroad,systematically expounds the concepts and theoretical basis involved in community elderly care service and community volunteers,and selects FP community of Wenzhou City as the research object.Through the questionnaire survey of 130 community volunteers who participated in community pension service and the in-depth interview of community workers,community elderly people and community volunteers,the development of community pension service and the incentive mechanism of community volunteers to participate in community pension service were understood in detail.In this paper,based on the two-factor theory,combined with the results of the survey of wenzhou FP community volunteers to participate in the community endowment service present situation and problems of incentive mechanism research,found in motivating factors exist in the pension volunteer service concept has not yet universal,community endowment volunteers training mechanism is not sound,community endowment volunteer honor needs to improve recognition system,pension services need to be innovative,Among the health factors,there are some problems,such as the incomplete management system of community pension volunteers,the lack of legal guarantee,the lack of fund guarantee,and the lack of performance evaluation mechanism of community pension volunteers.Based on the above problems,the author analyzed the reasons for their existence.Then,taking Shenzhen City as an example,the paper compared and analyzed the relevant measures of the incentive mechanism of community elderly volunteers between Wenzhou City and advanced areas in China,providing reference experience for putting forward countermeasures and suggestions.Finally,on the basis of these studies,suggestions and countermeasures are put forward to improve the incentive mechanism for community volunteers to participate in community elderly care services: One is in terms of incentives,to strengthen the construction of volunteer service culture atmosphere,strengthen social volunteering service pension,esteemed and improve the mechanism of community endowment service training,improve the community endowment volunteers comprehensive quality,establishing volunteer honor recognition system,strengthen community endowment volunteer incentives,innovative pension volunteer service content of the project,improve the community endowment volunteers independent ability;Second,in terms of hygiene factors,to improve the pension volunteer service management system,improve the community endowment volunteer work environment,builds endowment volunteer protection system,strengthen the protection of the rights and interests of community volunteers,build endowment service linkage system,strengthen community volunteers pension funds safeguard,establish a volunteer service evaluation system,strengthen community endowment volunteers performance evaluation.
