Study On The Citizens' Demanding Expression Approaches And The Government 's Response In China

Whether the citizens have the open demanding expression approaches is an important evaluation criteria to the degree of the democratization of a country,which is the key of the harmonious society. At present,the citizens' demanding expression approaches are mainly including administrative review,fileding a lawsuit,resorting to the legislature,complaint reporting,resorting to the disciplinary inspection and supervision organs,resorting to media,resorting to the network and using extreme measures.These eight approaches have some differences on open degree, effect and cost.Generally speaking, the different citizens choose the different demanding expression approaches.The main consideration factors are the open degree, the effect and the cost.There is no doubt that every citizen will choose the approach ,which has the best effect,the smallest cost and most open degree.However ,there is no perfect approach in the real life.They have their own defects because of various kinds of people who have different condition characteristics and the different conditions of the restrictions.Three types of people present different tendentiousnesses. Entrepreneurs select to resorting to legislature and media.Ordinary civil servants choose the administrative review and resorting to the disciplinary inspection and supervision organs.Most migrant workers choose the complaint reporting ,resorting to the network and even using extreme measures.The eight approaches can be divided into three aspects,institutional approach, half-institutional approach, and un-institutional approach.The institutional approach has clear rules on citizens' demanding,such as administrative review,fileding a lawsuit.Although the half-institutional approach has clear rules on citizens' demanding,the relevant departments can process citizens' demanding flexibly,such as complaint reporting,resorting to the disciplinary inspection and supervision organs,resorting to the legislature and resorting to media.The un-institutional approach have no rules on citizens' demanding,which deal the problem on the developments of the situations.It is not a national design,which is including the approach of resorting to the network and using extreme measures.For the government managers,the ideal pattern should give priority to the institutional approaches, supplemented by the half-institutional approaches,and have no un-institutional approaches. However,in current China,the institutional approaches are less attractive to the crowds,the half-institutional approaches can't be fair, open and fair and the un-institutional approaches are becoming popular to the broad grassroots people.To solve the problems,we should focus on three aspects to construct the ideal pattern.We should guide citizens to use the institutional approaches,and the premise is to strengthen the authority of the institutional approaches.It can not be done in one day. It must be combined with the political reforms. As for the half-institutional approaches,standard them is the most important.What is more,we should eliminate the existing soil of the un-institutional approaches.Last but by no means least,we should give priority to people's livelihood issues.we must establish and perfect our security system to support the most people out of poverty.And what is more,we should make every citizen live a life,which is relatively stable, decent, guaranteed and with dignity .
