During recent years, with the increase of stakeholders, the diversification of interest requirements becomes prominent, with migrant workers, part of the vulnerable social groups, having their inherent interest demands. Currently, the nation has offered various institutionalized ways for migrant workers to express their interests including the NPC, petition, trade union and mass media. However, events to express interest through non-institutionalized ways like sit-ins and petitions, blocking main traffic lines and jumping by migrant workers can be constantly seen among the media reports. Interest expression is a political right of citizens endowed by the law to serve as a way of resolving social contradiction and conflicts. The meaningful interest expression lies in inputting interest demands into the political system, which is policy output, for the sake of balanced interest distribution. With various irrational non-institutional ways of interest expression, migrant workers’ expression of their interest seeks to influence the authoritative distribution of government resources and to satisfy their own interest demands.In essence, the non-institutionalized interest expression of migrant workers is an interactive process between migrant workers group under social circumstances and the political system as way of impacting on government decisions through interest expression. Main forms of it include skip-level petition, violent confrontation, collective action represented by blocking roads and petition and personal extreme behavior. The unique aspects of migrant workers give the non-institutionalized interest expression some features with both beneficial and negative influences. To overcome negative ones and take advantage of positive ones, it is necessary to analyze the reason for migrant workers to express their interest in non-institutionalized way. Migrant workers choose the non-institutionalized way of interest expression because of their lack of awareness to express as well as the government officials’ distorted concept of performance and disregard for the worker’s interests. In terms of institutional reasons, they mainly include the systematical drawbacks and deprivation on migrant workers in social distribution system. A lack of organizational support in the interest expression is generated due to several reasons such as limited efficiency of the trade union, lack of social groups for migrant workers and limited development of voluntary organizations like the fellow group. To make the phenomenon less commonly seen, it is necessary to start from the emphasis on systematical and organizational construction and the awareness increase.The communist harmonious society is never without conflicts but a one seeks to resolve disputes and contradictions for benefit sharing. Since interest expression is where we coordinate various interest conflicts and resolve social contradictions, the key of building a harmonious society lies in conferring the full right of interest expression to migrant workers.
