| The phenomenon of officials Personnel file fraud was happened frequently, especially serious in age, length of service and academic.To place in the CPC problem summary, there are 15 provinces exist cadres academic fraud.Cadre education fraud is not only the cadre integrity problem, but also the performance of the power corruption.Academic corruption is accompanied by the corruption of power.Academic fraud problems become the difficult problem in the construction of government credit, reducing the public trust in government. governance officials degree fraud is conducive to building a good faith, high efficiency,excellent cadres management team,accelerate the construction of the government credibility, enhance the government’s credibility; To prevent the abuse of power, it effectively curb official corruption; To purify the social atmosphere, it enhance the trust between social members.This paper based on the theory of rights open order framework, put forward by Douglass C.North,and selected 80 officials falling after The 18th session congress of the communist party of China as a case, through to the 80 falling officials degree, summarizes the present condition of the official education phenomenon,find the problems in the treatment of official academic credentials.Then use theoretical elements,such as open civil rights,the interpersonal relationship, organization and beliefs, to analyses the reason of management problems in official academic credentials, finally according to the theory, introduced the countermeasures to solve the problem of official academic credentials.This paper argues that, to fundamentally solve the problem of official academic credentials, social transformation is the ultimate way to "open society".Civil rights, the interpersonal relationship, organization, and belief are the necessary elements on the open society system,because of law and management dealing with the problem of governance must be in an "open society" to play its role in the social order. |
