| The republic of China due to natural disasters, frequent wars, these ressons cause epidemic happened frequently. As economic and cultural development,East China area of pestilence is particularly serious. Aiming at the government are inadequate to protect human life and health as the goal, a broad-based civil society organizations, the Red Cross society of China, medical treatment for the pestilence take positive action.This paper firstly from pestilence characteristics, consequences and hapened formation sorts out historical trajectory in this period of east China area.then discusses four measures of the Red Cross society of China: Propagandaing the situation of pestilence, developing drugs, injecting vaccination, doing the clean work, and three treatment measures: raising funds, setting Epidemic hospitals, setting the mobile medical teamss . And makes the Shanghai area in 1926 claimed as a case study on prevention and treatment of pestilence concretely describes,To reflect the Red Cross Society of China as charities in the positive role of prevention and treatment of pestilence. Meanwhile, on the basis of analysing the remarkable achievements and reasons hapen of the Red Cross of China pestilence prevention and treatment measures,further discusses the pestilence prevention and control measures to help the modern public health development, and reflects the Red Cross Society of China as an non-governmental to the government action cooperation and response.
