Unconventional emergencies often cause heavy casualties, while the blood played an important role in medical treatment of some unconventional emergency. It takes time for the blood from collectting to clinical use, which formes contradictions with the emergency request of unconventional emergencies. Therefore, it is need to establish a reasonable emergency blood supply system, to organize blood quickly, to ensure the blood supply during unconventional emergencies. After the terrorist attacks on9.11, and the512earthquake in China, domestic and foreign scholars start to do research on blood supply during emergencies.But most of them focus on some issues, such as discussing the urgency and necessity of blood supply system.This study was supported by Major Research Plan of National Natural Science Foundation of China (No.90924012), which is named "Blood Support System Design and Its Collaborative Optimization Models for Responding to Unconventional Emergency". It analyzed the advanced blood supply experience of foreign countries, found the shortcomings of our blood supply system, and built a framework of our blood supply system for unconventional emergencies under the requirements, and took more attention on the organizations system and some important elements.The blood supply process during unconventional emergencies contains many other links, we need to solve a number of issues of system building. This paper summarized the blood supply work of the developed countries, such as the United States, Japan and China. According to categories of national public health emergencies and national public emergencies, the paper defined the classifications of unconventional emergencies which involving blood, and proposed the requirements of building the boold supply system, established the framework of the system from two aspects which are organization system and important elements, detailed description of each part.First sort out the organizational structure of the blood collection system, construct blood emergency command group with the application of ICS theory, Then according to the different levels of the emergency, establish the command group system for emergency blood supply above national, provincial and local levels. Sout out operational processes in accordance with the different levels of unconventional emergencies which involving blood, providing standardization of the blood supply operation. Then take quantitative comparison between2modes, mode1is inventories increased by2times for all blood banks; mode2is choosing several blood banks increased national blood reserve unit. Take transfer time from site to site as the target to compare the emergency-response effect, at the same time considering the transfer cost and other routine maintenance costs. Finally, choose the better one by comparing. Besides, analyzing the system requirements and capabilities to build the framework structure of the emergency blood supply command platform; giving improving advices of blood supply mechanism, such as early warning mechanism of blood inventory, raising mechanism for emergency blood, blood transfers mechanism off-site, blood repayment mechanism.This study provides significance to construct and improve the emergency blood supply system, clearly showing the directions should be considered of how to establishing emergency blood system. Finally, summarize and analyze the contents of the thesis, points out the inadequacies in the research and the directions which needs to develop.
