Research Of Operating Mechanism Reform In Public Hospital

In China, our present medical industry development lags behind other industries, whether basic health services or public health services. The occurrence of SARS (Severe Acute Respiratory Syndrome) in 2003 had rung warning bells to our public health services, and in recent years, The complain of expensive medical bills and difficult access to quality medical services had become social focus. To solve these problems, the State Council had issued CPC Central and the State Council views on deepening the medical and health system reform in April,2009, which required that Basic health system as public goods must also provided to the common people, whether the establishment of health system or service system must keep obedience with public welfare, reforming the management system, operating mechanism and supervision system at the public hospital.The public hospital reform is one part of new medical reform, and public hospital is the main part in our country, which has responsibility to solving the common people's medical problem. Public hospital should be with the times and reform the operating mechanism inside the public hospital, which should assume the responsibility for public warfare and social responsibilities. The operating mechanism reform is not only the demand of hospital self development but also the demand for new situation. Provided the public warfare, establish the new operating mechanism which can improve the medical workers'positive and ensure the medical quality, and find a balance point for the government's demand,patients'requirement and so on, which is a scale of hospital manager's intelligence. Reform should be carried out under the regularity for hospital development, only this, the operating mechanism reform will not deviate from the targets, and the establishment will be more scientific and efficient.This paper was based on the status of operating system of the public hospitals, analyzed the operating efficiency of public hospital and the lack reason of public welfare. We took a certain hospital in Shanxi province as an example, and analyzed the status of the hospital and related aspect, also the operating mechanism was summed up. According to the new medical reform demand, the corresponding suggestions for how to reform operating mechanism were addressed. Finally, to help hospital to establish the new lifeful operating mechanism which can be suitable for medical reform demand and the outer environments, at the same time, give my own contribution to the public health at exploring good experience and idea for the new medical reform policies.
