Study On The Problems In The Process Of The Implementation Of Residents Health Card Project In Henan Province

Since the reform of medical and health system reform is deepened and the rapiddevelopment of local health information construction, various information cardapplication also appeared,which played a positive role in the actual work of medicaland public health information, however, all kinds of information cards bringconvenience to patient, due to the lack of unified information standard of differentmedical institutions and the relatively physical independent, this makes the patientinformation can’t exchange, one card phenomenon has become a normal state, it isdifficult to support the implementation of medical information sharing. In order toachieve the health information and medical record content sharing and facilitateresidents to use medical card to see a doctor, the national health and Family PlanningCommission proposed the ideas of residents health card. The residents health card is apersonal information carrier proposed by the Ministry of health "3521" engineeringframework, it based on electronic health records, electronic medical records and threelevel health information platform, and it relies on the realization of cross-system,cross-institutions and cross-regional interconnection and information sharing, in factit is a CPU card that the computer can identify. The residents health card, caneffectively solve many problems existing in the process of medical information, it notonly is convenient for the patients to see the doctor for medical treatment, but alsostores all the health records of patients in a certain historical period, and then toconstruct a perfect health records of residents, it also helps public health agencies forthe region to have a whole grasp for people’s health from the big perspective.This paper mainly studies the present progress on health card at home andabroad, analyzes the present situation of the residents health card in the pilot area ofHenan province and other parts of the country. Generally speaking, although theresidents health card integrates many functions, it can let the patient be free withpaper records, registration queues and change, it also can reduce the repeated checkwhich is not necessary, although enthusiasm of related government departments to promote residents health card is always high and the number of residents health cardis increasing, but it has not been widely used, the promotion of the national residentshealth card doesn’t look like to be full of sound and color from all parts of the cardsituation.On the basic of analysis of residents health card on the current situation thispaper considers problems and the major bottleneck that exist in the process ofdevelopment of the Henan province residents health card. From the medical point ofview, many hospitals have their own medical card, which seriously affected thecirculation of the residents health card in the hospital. At the same time, for themajority of residents, card management restrictions, imperfect card-usingenvironment and the most important factor that the residents health card function didnot be understanded all restrict the applications smoothly.Finally, this paper puts forward some suggestions to solve the current difficultiesand obstacles which is encountered in the process of residents health card. Generallyincluding these measures, the expansion of residents health card services, expandingthe owners and users of residents health card, and creating conditions for cityresidents and workers to use the cards for appointment, payment and immediatesettlement. Also people can do personal health management with this card, Medicaland health institutions can provide continuous public health, medical and health careservices, and continuously improves the resident’s medical experience, makes itconvenient for residents to enjoy continuous medical and health services likeprevention, medical, health, rehabilitation and so on. At the same times we shouldimprove the residents health card application function to make it playing a moreimportant role in the development of medical staff performance evaluation, raisingthe work efficiency of the medical and health institutions,providing standardizedmedical health services and strengthening the health service supervision etc...
