The research made theoretical studies related to hospital capability of emergency medical assistance (HCEMA), the system of capability evaluation, math evaluation model, simulated model of capability analysis on the basis of Agent, normalcy evaluation and analysis of HCEMA in 6 hospitals, dynamic evaluation and analysis of 3 successfully handled typical cases, blue print for capability building of hospital.Emergency medical assistance is an activity which aims to organize and afford emergency treatment and cure to batches of the wounded injured in the "public emergency accidents" in accordance with the time-and-efficiency treatment theory as well as its general rules. The HCEMA evaluation system consists of 5 first-class indexes and 16 second-class indexes. The ten kinds of capability that are rather poor at present in hospital are as follows: information communication, security defense, epidemic prevention, transference system, professional skills, staff qualification, specialized rescue, outlay investment, training drill, and emergency management system.HCEMA is one of the most important steps in assuring a rescue success, which is not only the composition of medical profession, but the combination of capability related to rescue as well. Being a peculiar knowledge system, HCEMA has its own hierarchical structure underlying in every sector of a hospital, which is dynamic and can be greatly improved by capability identification, selection and cultivation. Additionally, HCEMA is a kind of ability for storage, but a long-term strategic programme needs to be set up.Construction scheme of HCEMA include construction of strategic programme, internal structure organization, qualified personnel, working mechanism, logistic service, training programme, and emergency management etc.
