As an important component of rural social security system, the new-type rural cooperative medical care system is not only related to the health of farmers, but also related to the improvement and development of rural social security system. Purpose of this paper is to probe into the main problems and the causes existing in the implementation process when see the significant achieved, then propose solutions to solve these problems.In order to understand the implementation process of new-type rural cooperative medical care clearly, explore more targeted solutions to address these issues and promote it to be sustainable development, this paper select Liling City as the research object, investigate the implementation of new-type rural cooperative medical care in the economic backwardness villages and towns from three sides, rural residents, medical institutions and local governments, the research methods of this paper include questionnaire, interview, and survey of the literature. Through question and interview local farmers, combined with survey of the literature and data, this paper is to explore which actions these three actors (farmers, medical institutions and local governments) will take when they are involved in the operation of new-type rural cooperative medical care, and what effects new-type rural cooperative medical care will have, then discuss and analyze the problems and causes that restrict the operation of new-type rural cooperative medical care. Based on the actual situation in Liling City, this paper propose measures and suggestions to improve new-type rural cooperative medical care system, and to promote the further improvement and development of new-type rural cooperative medical care system, make it supply better services for farmers, solve the problem "impoverished by hospitalization, fell back into poverty due to illness," more thoroughly.
