Our country is in a developing country, peasant population of nearly 900 million people, the farmers’health problem is always an important concern to the government from all walks of life, especially the medical security problems of farmers’ attention. From the point of the present situation, the farmer population still occupies the most of population in our country, if farmers health problems can not be effectively solved, the overall situation of China’s economic construction and social stability development will also be affected by the unfavorable factors. Management concept in western countries, the social security plays a " stabilizer" and "booster" of economic development. However, in the larger context of the social security of rural medical and health problem is an important part of not allow to ignore. Therefore, establishing and perfecting the rural social security system, to the construction of socialist harmonious society, is advantageous to the service for the people to carry out. In 2002, to better solve the problem of farmers to see the doctor, our country issued a new decision about strengthening rural health work, will the poverty-stricken population as the main line, the new rural medical security construction and try to be completed in 2010 to build new rural cooperative medical care system, and strive for basic coverage for rural residents.The new rural cooperative medical care system while the time is short, but the scholars in the field of research is quite abundant, and formed a relatively complete theoretical system. However, in terms of the present research results more focuses on the study of universality, part of the research results may not be applicable to individual regions, the lack of it, in a region as the research object of specific practical research. In this paper, combined with the actual situation of Zaozhuang of Shandong province in the process of research, so as to provide more for the construction of the new rural medical cooperative system of reference, the rich research achievements of the new rural cooperative medical care system in our country.
