Encouragement is an important issue in current human resource management; especially in the knowledge economy era, what the encouragement mechanism involved in a wider range of content. The innovation of encouragement mechanism, the establishment of long term employee encouragement mechanism for the stimulation of employer's enthusiasm potential, creativity and innovation, in order to strengthen enterprise core competitive advantage, is critical to the development of an organization.Hospital as an orderly organization, meanwhile, fulfillment of specific mission and scientific management,they face the test of employee motivation.Especially, with the health development and the deepening of reform of public hospital,combined with an increasingly competitive health care market, prompting public hospitals to continue consciously strengthen internal administration mechanism; however, the hospitals where located weak economic environment facing the restructuring, there are still many potential crisis in management mechanism.because some defects in incentive mechanism, the existing incentives rigid can not meet the hospital management under the market economy system and operating mechanism, cause some health professional and technical personnel lost interested in work,leading to negative attitude, weak sense of service resigning of administrative staffs, while the services of patients'dissatisfied with the trend of increasing year by year.Professional and technical personnel in public hospitals in Xinjiang Incentive-A Case Study of Shihezi University School of Medicine first affiliated to the real problem as the research object, by applying tools and theories of organizational behavior science, hospital administration and human resource management etc, generalizes the characteristics of professional technical staffs in Xinjiang public hospitals, the main content of encouragement mechanism and significance of sophisticate encouragement mechanism. Secondly, carry out appropriate questionnaire. Take the Subsidiary Hospital of Shihezi University as example, based on the main content of encouragement mechanism, carry out researches on technical staffs, and analyze the present state and existing issues of technical staffs'encouragement mechanism. Meanwhile, by applying the foreign experience on encouragement mechanism of public hospitals, this paper puts forward basic principal and detailed suggestions for technical staffs'encouragement mechanism of Subsidiary Hospital of Shihezi University. Finally, this paper puts forward suggestions on safeguard system for the implementation of encouragement mechanism, in order to promote the reform in hospital system, and provide solution as well as reference to the improvement of Xinjiang public hospitals and local economy.
