Firstly, the rationale relevant to the allocation of rescue resources for metro emergencies and the meaning of the allocation of rescue resources is analyzed. Then the article concludes the factors that affect the allocation of rescue resources, based on which the optional location model of emergency stations and the allocation model under different conditions are constructed. And the solving methods of the models are given respectively. Finally, all of the models are tested, based on the designed example. The core of this paper is focused on the following aspects.Firstly, research on the emergency station location problem is analyzed. Based on the analysis of influence factors of emergency station location, the optional location model of emergency stations is constructed. In order to construct the model easily, the formalization expresses the operation network and the emergency network, and then the definitions of demand station and emergency station are given. The concept of "time value" is introduced when the optional location model of emergency stations is constructed. After the unit of each subject in the objective function structure is unified, the location model with the object of minimal cost is constructed. The relative weighting in the model is briefly analyzed in the article. At last, the process of solving this location model is given by applying genetic algorithm (GA).Secondly, research on the allocation of rescue resources in different conditions is analyzed. Considering different allocations, the allocation models of rescue resources with certainty, uncertainty, and continuity are constructed respectively. The solutions of the models are worked out then. In the model with resources certainty, the concept of "income function" is introduced in order to make a comprehensive consideration of the influencing factors. Then the relevant models are constructed according to the income function. In the condition of resources uncertainty, the concept of "contribution function" is introduced in this paper. The model of allocating the reserve amount of the emergency resources in every emergency spot where it just barely meets the requirement of the emergency resources is constructed. The object of the model is to obtain the maximum amount of loss that the allocated resources can reduce. Then multi-object model that is aimed to cost least with unchanged time is constructed on conditions with resources continuous consumption. Finally, simulation examples of the models are designed respectively according to their characteristics. On the one hand, the result of this paper may provide the theoretic method and decision-making basis of the allocation of rescue resources to the metro and related departments. On the other hand, it may enrich the specific content of the emergency management.
