In China’s rapid social and economic development,the highway network has covered the main trunk lines,high-speed travel fast and convenient to bring the increasing traffic flow,the probability of traffic accidents on the highway is also increasing,the traffic interruption time becomes longer,high-speed travelers to travel safety and comfort requirements of high-speed and high-speed operation service level of the contradiction continues to strengthen.How to optimize the allocation of rescue resources,to achieve real-time deployment and full process control of emergency rescue,so as to systematically improve the efficiency of emergency response and reduce rescue time is the most important concern of the highway emergency rescue management units.Thesis analyzes and summarizes the emergency rescue objectives,mechanisms,rescue process,service response time and deployment process from the background of highway emergency rescue research,domestic and international research progress,and relevant theoretical basis,and discusses the relevant measures to solve the problems around the traffic characteristics and emergency rescue characteristics of highways.The statistical analysis of Y highway traffic flow,emergency events and emergency rescue characteristics is carried out to quantify the characteristics,analyze the reliability of emergency rescue factors and deployment decision methods,and propose an optimization framework for rescue resource allocation and deployment decision based on minimizing emergency rescue response time.Thesis establishes a multi-objective site-selection optimization model based on emergency rescue response time cost,focusing on the traffic accident and vehicle breakdown rescue business of motor vehicles traveling on highways,which saves construction cost and ensures rescue resource coverage within the rescue response time index through the resource allocation of already constructed rescue stations.An emergency resource deployment model based on demand uncertainty is established to solve the problem of optimizing the deployment of emergency resources at multiple rescue sites for multiple emergencies,and to consider the impact of the evolution of emergencies on the real-time deployment of rescue resources so that the proposed optimization scheme can achieve optimal rescue effects,and the "highway rescue and dispatching service platform" example of U Corporation is used to verify that the optimization scheme is effective.The proposed optimization scheme can optimize the rescue effect,and verify the objectivity and practical value of the optimization scheme through the example of U’s "highway rescue and dispatching service platform".
