Abstract/Summary:
In recent years, as the urbanization process accelerating, due to social and economical developing. So society needs efficient drainage system but due to fast development as well as pollution increase in urban areas develops big gap between demand and supply of drainage system in urban areas. In order to improve the city infrastructure through improving service efficiency, city surface water environment quality and ultimately to improving the life standard of local peoples in the old -renowned cities, Hangzhou government launched sewerage cutoff campaign. Corresponding to the call, Gongshu District carries out two rounds of high-powered sewerage cutoff work, and has made remarkable achievement. Howvever, according to the investigation and research, the actual rate of sewerage cutoff is less than 80%, water pollution of rainwater pipe network problems are still exist, like network management order disorders. Therefore, residential area of Gongshu District was selected as research object, after deeply analyze the current situation and existing problems, countermeasures to reduce water pollution of rainwater pipe network was proposed. The main research work includes the following aspects:1. The theory of market operation of municipal public utilities were summarized, domestic and overseas, as well as the technology of sewage and rainwater on-site treatment and use at home and abroad were included, typical city cases have been thoroughly analyzed, which would provide theoretical and practical foundation for water pollution of rainwater pipe network problem analysis and countermeasures study of Gongshu District of Hangzhou City.2. Domestic sewage leak sources were investigated, according to summarize main sources of water pollution of rainwater pipe network and management problems after the sewage cutoff by analyzing existing data on wastewater discharge of each type residential area. After that, sparrow anatomy type survey was implemented in the representative community of Gongshu District. Series of problems were summarized, including the problems brought by the rapid development of urbanization and transition of management mode, contradictions between management and service quality and residents appeal and the problems of old city reconstruction and benefit of the relocation and compensation.3. On the basis of extensive investigation and after learning the problems of water pollution of rainwater pipe network in Gongshu Disrict, on the one hand we developed feasibility of leak sewage and rainwater on-site treatment, as well as explore market operation pattern of drainage facilities, according to the domestic and foreign advanced experience of the typical cases. At the same time, this paper proposed countermeasures at three levels:macro-level (planning and implementation of the planning level), medium -level (government responsibility) and micro-level(corporate social responsibility).4. The problem of water pollution of rainwater pipe network can be solved through market operation of drainage facilities, on-site treatment of leak sewage and rainwater by benefits analysis. The innovation of the management mode and breakthroughs of on-site treatment technology will bring obvious economic benefits and social benefits and environmental benefits. The solutions and countermeasures proposed in the present study are also available for solving the similar problems, and also can provide specific reference for government decision.The innovations of this study lie in:(1) Explore drainage facilities socialization management and marketization operation, at the same time, analyzed the practical performance for on-site treatment of leak sewage and rainwater for the first time, provided feasible pattern and actual operation procedure for market operation of drainage facilities in Gongshu District.(2) Series of problems existing and would encountered in the transition were refined, solutions for solving problems of water pollution of rainwater pipe network in residential area were explored, at the same time, countermeasures were proposed at three levels: macro-level (planning and implementation of the planning level), medium -level(government responsibility) and micro-level(corporate social responsibility).(3) The research would provide a scientific foundation to solve the problems of water pollution of rainwater pipe network in the similar regions, and provide reference for on-site treatment and utilization of small-scale life sewage and rainwater, also this research work provide guidelines for government agencies for planning and decision-making.
