Construction Projects From The Perspective Of Dynamic Quality Management Under Government Supervision

One of the hotspots in the area of construction project research is quality management. The researchers and the construction industry are exploring on theory and methods about technical controls and scientific management under the new standards, hoping at achieving the desired quality objective within limited resources in limited time. The quality of construction project concerns the masses of the people and it is a principal factor contributes to the establishment of harmony society. So it is necessary to strengthen the construction quality management using scientific, high-effective approaches and management methods to guarantee the rapid development of harmony society. The author has been engaging in supervising the construction quality for ages, so the problems put forward in this paper are all based on the practices. Based on literature review, this paper rebuilt the quality supervise system in construction projects, specialized the function of construction projects quality supervisory authorities from the perspective of standardized management, organization theory, system theory and so on, aiming at supervise and administer the construction quality in a proactive way.Recently, dramatic increase in accidents due to quality in China have been drawn the attention of the whole society, the situation requires the supervisory authorities pay much more attention to the quality of construction projects. Under this circumstance, this paper did a research on the factors attributed to the poor quality in the progress of construction and brought forward several control measures. From the perspective of government supervision, the research on dynamic management of construction project quality was undertaken on the following aspect.Firstly, the significance and influence of the quality of construction projects was presented, and then the importance of quality control and control measures were discussed from the perspective of owner, constructor, supervisor and supervisory authority respectively.Secondly, this paper focused on the analysis of project quality on the point of view of the government, elaborated the supervision body, system and the implementation measure.Thirdly, grounded on the study on project quality management, a control method combined the AHP and PDCA Cycle was put forward in connection with the particularity of each stage and each process. The construction project was broken down using AHP to apply control method progressively, and the PDCA Cycle was also used to supervise the quality, aiming at providing theory and methodology for quality management in all construction projects.At last, this paper used the Changde Guomao Building as an example of case to demonstrate the AHP and PDCA Cycle methods proposed in this paper can be applied into the practical management for the supervisory authorities. The method guaranteed the quality goal forcefully and provided a practice basis for the application and promotion of dynamic management methods.
