Research On The Quality Management Of The FY-2 Satellite Launch Project Based On PDCA Process Management

In the last ten years, China aerospace science and technology have made remarkable achievements, and various satellites, spacecraft, rocket and spacecraft which was launched intensively.From launching single rocket to multi-model rockets, from launching geosynchronous satellite to orbit spacecraft launch, from launching the domestic satellites to the international commercial satellites.Space launch site comprehensive capacity has been significantly improved and achieved remarkable social and economic benefits; In such frequently lauching spacecraft enviroement, how to ensure that every satellite launch project to be successful, and based on previous launch experience, pursuing space launch project quality management of the strict and careful fine and excellence, forming a complete quality management system of improving the process cycle, which needs to constantly sum up and solve the outstanding problems by space launch center.In this thesis, we research the quality management of the FY-2 satellite launched project based on Xichang satellite launch center as a platform.we apply PDCA cycle, namely P(Plan), D(Do), C(Check), A(Act or Adjust) four stages to organize the project quality management processing in FY-2 satellite space launching project. We devided the quality management processing into the corresponding three stages: planning the satellite launching, implement and control the satellite launching, and improving the project qulity management level. In each stage, we summary the special quality management methods and tools that were applied into FY-2 satellite space launching project.(1) In the project quality planning stage, identifying the management responsibility, resource management, product realization, measurement analysis and improvement of four large specific processes, and we will identify the process further decomposed into concrete quality activities, and put forward the corresponding quality system documents, program documentation and job requirements;(2) In the implementation and control of project quality, a set of effective implementation and operating mechanism is set up through the measurement and monitoring of the project process. The quality management system documentation requirements must be abided by strictly, the implementation of quality control in each step of the satellite launch process is to ensure zero error of the organization’s command, technology operations and equipment and facilities.(3) In the process of continuous improvement of the quality of the project, the capability of the process is measured by comparing the results of the satellite launch process with the same process results of the project quality objectives, process results and other organizations. The ability to judge the process, found the need to improve the place, developing corrective and preventive measures, the quality management of the satellite launch project will be improved continually.The PDCA quality management system and method proposed in this paper makes the launch task organization and command zero errors, technical operations zero failure, equipment, facilities zero fault, test the product zero doubt, thus effectively improving the quality management of the FY-2 satellite launch project, and ensure the successful launch of the space mission.This project is to improve the quality management level and the comprehensive management ability of our space satellite launch project, and improve the soft power and competitiveness of the space satellite launch project, improve the project quality management continuous improvement system of Xichang satellite launch center, and continually to ensure the success of the space satellite launch project has a certain value and significance.
