To accompl ish the aim of completing the construct ion of intell igent grid or smart grid in the period of the twelfth five-year-plan, and leading the improvement in the next five-year-plan, the State Grid Corporation of China (SGCC) is implementing a large scale construction of smart grid. The smart grid construction includes all the six sections of power generating, transmitting, transforming, distributing, dispatching and consuming, and it has the features of automation, information, interactivity. The smart grid brings new opportunities and challenges, and how to construct and operate the smart grid properly and successfully is an essential subject for the secondary major.This article focuses on four sections involved with the smart grid subject and the communication system. In the substation part, the formatting methods of intelligent substation and the technical standard, electronic transformer, merging unit, intelligent components, network, and synchronization technology have been analyzed; in the transmission line part, the technical routes of promoting the transmission line sensing have also been analyzed; in the distributing part, the realization of distributing automation and the related technical routes have been discussed; and in the dispatching part, the formation of dispatching support system and its practical functions have been discussed. The main communication technologies for the smart grid have also been included in this article.This article introduces the construction of XinShen 110kV substation which located in Jiaxing, and the former practice of digital substation, the realization methods of intelligent substation and some other related problems have also been studied. This article also introduces the construction solutions of Jiaxing transmission line monitoring center, and analyzes the situation of intelligent transmission line. Combines with the construction of intelligent distribution network in Haiyan, Tongxiang and urban Jiaxing area, the realization methods of intelligent distribution network and some related problems have been analyzed. The achievements of intelligent dispatching as well as the construction of communication platform are introduced in this article. This article also introduces the innovation and practice in integrating secondary system management in Jiaxing Electrical Power Bureau (JXEP), and analyzes various sections of the regional grid operation.Jiaxing Electrical Power Bureau is in the lead in regional grid for its coordinated development of all sections of smart grid, and its experience in developing methods, technical routes and the evolution of smart grid may be of great value for other regional grid.
