Since the beginning of the 21 st century,the world economy has been developing rapidly,the demand for energy has been growing continuously,the traditional energy sources have become increasingly scarce,and environmental protection issues have become increasingly severe.In order to realize sustainable development,the smart grid is vigorously developed at home and abroad.Smart substation is the collection point and control execution point of the smart grid,the operation quality of the secondary system has an important influence on the safety and stability of the grid.The smart substation is largely different in the system structure and components from the traditional substation secondary system,and the actual operation experience is insufficient.In recent years,the accidents have occurred due to the quality of secondary equipment and improper operation and maintenance,it is imperative to carry out the operation quality evaluation of secondary system for the smart substation.At present,the research on the evaluation of the secondary system operation quality for the smart substation is still at the initial stage both at home and abroad,and there is no the sound standard and the unified evaluation plan in the industry.Therefore,this paper conducts in-depth research from the establishment of the index system,the determination of index weights,and the establishment of a comprehensive evaluation model,a set of scientific and operable evaluation system which can accurately reflect the operational quality of the smart substation secondary system is established finally.Firstly,it understands the structure and characteristics of the smart substation secondary system deeply,and analyzes the difference in the secondary system between the smart substation and the conventional substation;introduces the new equipment and key technologies of the smart substation in detail;summarizes the data information of the smart substation secondary system,which can provides the data base for the follow-up evaluation index.Secondly,according to the function of the smart substation secondary system,the evaluation object is clarified;through the analysis of the characteristics for the secondary equipment,a unified evaluation index set is set up from three aspects: history operating status,real time operating status and operation and maintenance management level,and the concept of basic performance index and function performance index is put forward in view of the real time operating status;by analyzing the characteristics of the index,the concept of the veto index is proposed,and the hierarchical evaluation system of the operation quality for the smart substation secondary system is set up from four levels: the system layer,the equipment layer,the standard layer and the index layer.Finally,the initial weight of the index is determined by the analytic hierarchy process(AHP),and the equilibrium function is introduced to modify the initial weight;the membership function is established by fuzzy distribution and fuzzy test respectively for quantitative index and qualitative index;the variable weight vector and the fuzzy relation matrix are used for fuzzy synthesis by using the weighted average type operator to realize the fuzzy comprehensive evaluation of the operation quality for the smart substation secondary system.
