Project construction will go through procedures from project planning, setting-up and approval, design ,construction phase, to delivery and put into use, a process of consuming manpower, finance as well as material resources. Progress control, as a key part of the project management, has a close bearing on the economic benefits and reputation of the enterprise, therefore, increasingly importance has been attached to it.This paper discusses authority theory of project progress control by summarizing the documents including gantt chart, milestone plan and ANP, commonly applied to construction progress control management. Besides, main problems and the reasons were also given. It also analyzes the questions, selects canonical cases and makes mathematical modeling by considering actual situation of the heavy-duty equipment workshop in Caofeidian. Petri Net-Based Modeling is also applied, and process model and optimizing model will be combined for effective control on project progress.The paper, in argumentation, addresses the qualitative and quantitative abstraction by adopting fuzzy evaluation and PERT technology; meanwhile, it avoids the occurring difficulty of matrix consistency and the discrepancy between matrix and human mind. And it gives analysis of threshold value of risk factors, effective evaluation of progress implementation and expresses appropriate control on progress.The case study solves the problems and the corresponding measures to control and improve during design and construction phases are set forth. By such an approach of general study and particular cases, the universal rules of project progress management are brought about, which is of important significance in both theory and practice.
