With the rapid development of Taizhou region's economic, roads, railways, air transport and shipping industry has developed rapidly too. Especially in the "Eleventh Five-Year Plan", shipping has been the key development project, the shipping and related industries flourishing developed.Taizhou water has been polluted by rubbish,scwage,oil pollution will been seen due to the nature hazards,negligence,lack of understanding,cspecially the maritime accidents happen because of the collision,strike aground,fire,and some of structural damage in the shipping.This paper study the current status of maritime management,especially the the new methods and new ideas of maritime administration in the international, and sum up the issues of the current anti-pollution in the maritime administration.Through the current domestic and international anti-pollution standards and technical comparative analysis to study the pollution prevention aspects of the current deficiencies in our country, and analyze the status and lack of Taizhou maritime pollution prevention;Studying the characteristics of marine emergency response system, combining with the emergency response system model analysis to explore the combination and choose the compatible emergency response system model for the current status of marine pollution prevention; combination the current management of the actual pollution prevention in Taizhou and maritime emergency response model, analysis of the current emergency response Taizhou water marine pollution prevention system deficiencies and suggest improvements to enhance emergency response Taizhou water marine pollution prevention capabilities, to improve management efficiency Taizhou water marine pollution prevention and safety,meanwhile to reduce pollution.
