With the boom of Tianjin port economy, traffic flux of ships passing in and out port grows sharply day by day, especially very large vessels such as 100,000 GT and above, vessels carrying high risk cargoes such as oil, natural gas, danger goods, etc. It is a new question for discussion for Tianjin maritime SAR system which deals with break-out incidents at sea. It is an important and pressing task for governments to face actively, which means how to prevent and solve risk brought by current seaway traffic, how to improve Tianjin maritime SAR system's emergency response ability and how to prevent and solve any kinds of maritime break-out incidents.This dissertation first seeks to discuss construction of emergency and alerting mechanism of Tianjin maritime SAR system, analysis of styles and main emergency disposal methods of break-out incidents in Tianjin port area and treatment of emergency response of maritime SAR at their later stage, etc. on the basis of the basic circs studying of Tianjin maritime SAR at the first stage. Commonality crisis management theory, items management theory and water traffic disaster theory are used for reference and abroad advance management experiences in maritime SAR area are absorbed. Then, model of Tianjin maritime SAR emergency system is constituted. Tianjin SAR emergency response counter-plan and its exercise are dissertated. And water traffic disaster alerting and evaluating index system in Tianjin port jurisdiction is set up. Finally, the characters and styles of break-out incidents in Tianjin port area are analyzed. Special attention to emergency response of ship in distress and oil spill incidents from operation aspect is given. Command construction models for serious and very serious oil pollution in Tianjin port area are brought forward. And deep compare among different oil combat technologies are done.
