With the development of modern society and economy, city of various unsafe factors are increasing gradually, city fire accidents especially campus fire also occur in the constant. The traditional fire emergency system due to low degree of informationization, firefighters are difficult to spot fires for effective monitoring and control, all of the entire rescue process produces great obstacles. Therefore, the traditional fire command mode has not adapted to the modern requirements of building fire.GIS and city fire is a combination of modern fire emergency in a developing trend. Establishment of GIS city emergency command system for firefighters to provide fast relief project and assistant decision-making fire simulation analysis, resulting in limited manpower and material circumstances, rapid, mobilized reasonable fire resource to carry out fire fighting and rescue operations, improve rescue efficiency, reduce the fire damage, with minimal cost, utmost ground reduce the loss of people life property.This article in view of the present campus fire, fire hazard and fire emergency plan in Kunming University of Science and Technology campus situation, lotus put for example based on 3D GIS campus fire emergency rescue system, the campus fire site and surrounding environment of 3D virtual simulation, accurate assessment on fire, and fire personnel to provide the shortest path analysis, and the recent fire bolt inquiries and other functions. This paper introduces the domestic and overseas of three-dimensional GIS in fire rescue application present situation, and puts forward the necessity of the development of the system, and then introduced the development system relates to geographic information system key technology of package type GIS: the concept and characteristics are briefly introduced in this paper, based on MapGIS K9 module type development, based on the 3DS MAX three-dimensional modeling technology and the modeling technology of OpenGL implementation; secondly, from the user needs analysis, system environment, interface design, function module design and database design and so on several aspects elaborates the system design and development process. At the same time, combined with the actual situation in the campus of Kunming University of Science and Technology as an example developed based on three-dimensional GIS campus fire emergency rescue system, and shows its function:3D terrain analysis, shortest path analysis, buffer analysis and 3D scene simulation function. These features in the actual fire rescue can play a role, as firefighters assisted decision-making to provide a certain reference value.Finally, the thesis makes a summary on whole, present research situation and the deficiency of the system to the campus emergency rescue system in the future development of the further development direction.
