Study On Cost Management Of Post-disaster Reconstruction Nonprofit Public Projects

China is one of the countries which occurs natural disasters frequently. After these disasters, a series of reconstruction tasks should be put into practice immediately. The post-disaster reconstruction is a long-range and arduous task with the characteristic of large amount, pressing time acquirement, high cost and broad influence and so on. So, huge capital sustaining is necessary for such a vast scale project. Considering that the post-disaster reconstruction projects cost on the one hand affects the projects planning ,and on the other hand determines whether the finance from our country and the society is utilized availably, increasing the special finance utilization efficiency and enhancing the management for the special funds, especially for the cost management of nonprofit public projects in post-disaster reconstruction is not only the requirement of post-disaster reconstruction task itself, but also the request of the whole society. In a word, the post-disaster reconstruction projects cost takes an important role in the community stabilization and concordant development.This paper reviewed the correlative researches about the reconstruction cost management at home and abroad, gave a definition of the post-disaster reconstruction nonprofit public projects, and then indicated the particularity of the post-disaster reconstruction nonprofit public projects which based on the study of some post-disaster reconstruction project examples and related policy documents. This paper analyzed the existing problems in the post-disaster reconstruction projects engineering cost management, and discussed the factors that affect the post-disaster reconstruction projects engineering cost combining the actual engineering projects of the post-Wenchuan earthquake reconstruction. Then the paper put forward some suggestions for the cost management of nonprofit public projects in post-disaster reconstruction which analyzed form cost management theory, work method and the whole process cost management and so on. In the end, this article expatiated the experiments and lessons of the projects cost management of post-disaster reconstruction, and summarized the work about the cost auditing combining with a reconstruction example.The study of this paper expects to provide some theoretical and practical references for the possible post-disaster engineering practice in the future, and hope it can promote the limited government post-disaster reconstruction special funds to realize their maximize utility, and finally enhances the whole level of our countries'post-disaster construction management and engineering cost management.
