Implementation of projects management in the field of construction management is meaningful to improve project quality, guarantee period and save money.The scientific cost management science has a very important position in project management. The theoretical study of cost management provide strong theoretical reference for the enterprises to effectively control project costs, which play the role of controlling project quality through the control of project costs.Project cost management process consists of four components, namely, resource planning, cost estimating, cost budgeting and cost control. The first three components the process of project cost management plan, then cost management plan provides the basis for cost control. Project cost control is to collect regular data of project implementation costs, the cost of the plan and compare it with the plan, in the end do analysis of overall goals and objectives, including multi-level comparison analysis, and cost projections, if we find error, then promptly take corrective measures, including economic, technical, contractual, organizational management and other comprehensive measures to make the best possible project to achieve cost targets in the process of project implementation.Paper is to study the cost of real estate development project management in the background of LongDa real estate development projects. LongDa real estate development project cost management plan consists of preparation of construction project costs, the level of cost reduction rate and the main measures to reduce the cost accounting in written program which is to establish the cost of construction project management responsibility and carry out the basis for cost control. In the cost management plan, firstly, the paper analyzes the factors that affect project costs, mainly by the planning and design, duration, price, management level four of factors. On the basis, Selected the scientific method of cost estimation, due to the progress of the project have not yet entered the stage of planning, project cost estimates at this stage is characterized by relatively rough, so I chose an empirical estimation method and the WBS estimation method. Experience in cost estimation method requires person with specialized knowledge and experience, so the project estimate of the panel members should include the project design, project management professional financial managers have received and sales staff.Experience estimation method and WBS estimation method is integrated use, you can make more realistic estimates. WBS estimation method is to subdivide the project tasks, until broken down into identifiable level. In the project’s WBS process, the project needs a more fully qualified to do, on this basis to develop the logic steps to complete the task steps, the final preparation is to make WBS table. Combined with a cost factor, cost estimates based on the use of scientific methods to estimate the cost to achieve the accurate cost estimates conclusions. In the cost management, the last step is to cost budget, the budget papers put forward suggestions in both the content and methods.Scientific cost management plans make cost control easy. In cost control, the paper put forward the principle of cost control:full control, the combination of revenue and cutting expenditure, saving principles. Paper analyzes the process of project cost control, first clears the contents of cost control; then presented the main technical means of cost control, and deviation analysis of the logical structure, for different circumstances put forward specific measures to correct deviations; lastly from full control of the point of view, a more comprehensive presentation of the comprehensive control measures. Full control includes four stages:investment decision-making phase, design phase, bidding and contract negotiation phase, construction phase, the settlement phase. Clearing the main characteristics of "large, centralized, complex," this stage the focus of cost control is to prevent settlement failures.Through the above research, papers are to establish a real estate development project cost management system for the next step to strengthen the management of the project cost and the similar real estate development projects as well as provide a useful basis for cost management.
