Modern power system is facing many challenges, such as two-way flow problem of the distributed energy, the urgent needs of power companies and end-user interaction, the reliability and power quality problems of distribution network, and so on. There is a common view at home and abroad that developing the Smart Grid is a natural way to solve these problems. Advanced Metering Infrastructure is the first step in the implementation of Smart Grid, just as Smart Meter in the implementation of Advanced Metering Infrastructure. In order to promote the development of Smart Meter in design and technical innovation, it is necessary to research it in detail.Firstly, this paper summarizes the concept of Smart Meter based on the analysis of smart electricity meter series standards, power quality standards and multi-function meter standards. At the same time, the functions of Smart Meter are designed. The implementations of measurement and communication functions are primarily studied.In the measurement algorithm, measurement methods of power based on four-quadrant and sliding-window type demand are both researched. And then give the calculation of voltage deviation, frequency deviation, three-phase unbalance, harmonics and other power quality parameters.On the analysis of the Smart Meter communications needs, the Smart Meter is designed with RS485 and Ethernet communications, which supports DL/T645 protocol and Modbus protocol. The implementation methods of DL/T645 based on RS485, Modbus based on RS485, and Modbus based on Ethernet and the embedded TCP/IP protocol stacks are given.The Smart Meter hardware is designed based on the architecture of dual-CPU DSP+ARM, including DSP chip used TMS320F2812 and ARM chip used LPC2478. According to modular programming ideas, the DSP software modules are designed to achieve the basic electrical parameters metering, power metering, demand metering, power quality monitoring and event logging functions. After transplantingμCOS-II embedded operating system to ARM platform, the corresponding tasks are planned and designed to achieve the communication and interactive function.Finally, the test results of Smart Meter referred in this paper show that it meets the design requirements both in the parameter measurement and communications.The Smart Meter designed in this paper has powerful functions in measurement and communication. It has not only a certain reference value for the domestic power meters and similar product, but also the promote significance of the construction of our Smart Grid and Advanced Metering Infrastructure.
