With further reform of China’s electric power enterprises, whether institution orpower enterprise is business model innovation, the establishment of a modern, newmanagement system is imminent.From past experience, the power company meter reading long-termimplementation of manual meter reading, in the low productivity in the past, such asystem is in line with production requirements. However, since the beginning of the newcentury,"a table" system has been vigorously carried out the strong pressure of theexponential growth of the number of meters meter reading workers. At this point, thereis an urgent need to study a new type of technology, both to reduce the intensity of thework of the workers, but also improve the efficiency, and therefore to establish a newtype of smart meter reading system is imminent. Meter reading for electricity enterpriseworkers research, in-depth analysis of the composition of the structure of the meter data,according to the actual situation, focus on the following areas: First, a detailed analysisof the smart metering system to determine based on the WEB technology system design,and the design goals and principles. Secondly, a detailed design of the entire system, thesystem is divided into landing in the background, task management, meter reading datamaintenance, basic data management, rights management, log management, exceptionmanagement module, and according to the structure of the system function description,to build smart metering system architecture. Finally, the main functional blocks of thesmart meter reading system, was implemented and tested the system to normaloperation. Thesis study on implementation of automated, intelligent electricity meter,which greatly improves production efficiency, reduce some workers ’ working intensity,although there are some problems, but it also has a certain relevance and practical value.
