Climate change is today's global environmental conern, climate change will bring many negative effects, such as global warming, glacier melting, flooding and city submerged. Therefore, mitigation of climate change and reducing greenhouse gas emissions have become a global effort goal. According to statistics, the construction industry occupies 30% of global annual greenhouse gas emission and 40% of global consumption of energy. Given the global construction industry in transition countries substantially grows, and existing buildings worldwide inefficient, if not to take any action, the future of the construction industry will emit more greenhouse gases. Premier Wen Jiabao at the Copenhagen meetings proposed on 2020 Chinese carbon dioxide emissions per unit of GDP than in 2005, would decline 40% -45% . In China, construction industry is also a large carbon emissions, it must take effective measures to implement carbon emission reduction. Compared with other major emitting sectors, the construction industry is the most potential to reduce greenhouse gas emissions, construction industry to implement carbon emission reduction and promotion of low carbon building construction, home and abroad, has become a common direction. Research the background of low-carbon buildings and international environment, from macro-level architecture perspective, to explore low-carbon buildings produce traceability, and technical measures, and how should China take the road of development of low-carbon buildings. Author access to information and research based on comprehensive analysis,summarized refined, clarified home and abroad on carbon emissions and mitigate climate change-related authority of the organizations and these'policies and strategies, analysis the relationship between these organizations and strategies, combined with China's national conditions ,analysis of China's low-carbon development path and the low-carbon building technologies, in order to help the construction industry to better grasp the design and construction of low-carbon buildings, to better achieve low-carbon emission reduction of the construction.
