Highway improves the speed of the automobiles and enables the automobiles to circulate quickly, shortening the interchange cycle of materials and bringing the fast-paced lifestyle and work style, higher efficiency and more convenience to all the folks, furthermore, it embodies national comprehensive capacity largely, meantime, it is an important factor that boosts the improvement of the civilization, development of the society, growing of the economy and the prosperity of the science, and it has been regarded as the artery of the development of the national economy. The construction of the highway and the speed of the highway development will be great influent in the speed of the development and comprehensive capacity of one enterprise, one region, even one country. Project management issues of highway construction have been the research hotspot and key point in the scope of Management Economics and Construction Economics. Project Schedule Management Issue is the most important point in the process of Project Management, the factors that affect schedule are the key to Project Schedule Management.Herein this research report takes the restraining factors during the course of Highway Project Schedule Management as the research object, applies the Grey Theory and Operating Research to the actual analysis, quantize the factors that affects Schedule Management, eventually, establish the Grey Theory for Project Management and apply this theory to the practice. Below are the main assignments and results:1,Analyse the current status of Highway Project Schedule Management and the current issues, realize the latest research activities in the aspect of Project Schedule Management home and abroad and analyse current development status of International Project Management. The results can be summarized up to three points:1) Normalization Subject Development of Project Management.2)Globalization Development of Project Management. One important property of Knowledge Economy Age is the globalization of knowledge and economy. Because of the request of competition and support of Information Technology, it boosts the globalization development of Project Management.3)Diverse development of Project Management. Because all the activities of the human beings can be carried out as the project,contemporary Project Management has been embedded in all kinds of line with different types and scales. 2,Summarize the schedule constitute and essential factors of Highway Project Schedule Management systematically.3,Content and properity of Grey Theory. Apply this theory to the factors that affects Schedule Management and form the Grey System for Project.4,Case analysis. In connection with Hebei Lang-Cang highway construction project for the case analysis, which is demonstrated in Contract 5A. In this report, the project has been introduced and the Grey Theory has been applied in the Project Schedule Plan as well, meantime, the comparison analysis between traditional Plan technology and Grey Theory has been explained detailed.The research to this subject has the instruction meaning in the followingAspect, assuring finishing the project according to the schedule as the Contract, improving the Project Science Management Level, raising the Economic benefits, meantime, offering the reference in theory andpractice for the further research, motivating the development of China Highway Construction.
