With the rapid development of computer technology, information technology has penetrated into various aspect of traffic management, the degree of off-site law enforce management information technology has become a important indicator of the openness and safety of city roads. off-site law enforce management information technology closely related to the innovation of traffic management, to the innovation of the police growth patterns, to the innovation of traffic management strategies and so on.The off-site law enforce management information system is based on "Road Traffic Safety Law" and "violations of road traffic safety process requirements" and other relevant regulations.This paper describes the background,design of the background,purpose, meaning and domestic research status of the design,introduces the concept of information management systems and the explore ideas, highlight the business process reengineering and implementation steps, and apply these theories to the analysis of the system and design.The system based on three main elements:process reengineering, information management, statistical analysis. Take SQLSERVER2000 as background services database, the stage use DELPHI7 to develop the working interface, it can be divided into the information input, business processes, business changes, approve audit, regulatory inquiries, information statistics, system management module that provides law enforcement information into the off-site, the information printing, fine reconciliation, statistical analysis and comprehensive inquiry services, and connected wholly with the national "motor vehicle, driver management system".This paper is a good attempt of off-site law enforce management information technology, after the success research and development of this projects, it can be used through out of off-site law enforce management in the Xinjiang and promote the traffic management information technology positively.
