Since entering the new century, the development of our country’s city has changerapidly, the construction of city traffic has obtained great progress, city road and otherinfrastructure construction have made great achievements in the world. However, thetraffic situation of our country’s city is not optimistic, the traffic capacity of roadnetwork still cannot meet the need of increasing vehicles, the traffic jam in the city isbecoming more and more serious. In order to solve city traffic problems, scientifictraffic information management is needed, which can enhance the performance ofexisting traffic network, improve the traffic’s management efficiency and achieve thegoal of scientific and effective city traffic management.This paper elaborates the development of implementation process of a trafficinformation management system, which bases on fundamental geographic data and roadnetwork data in the urban area of Yichang city in Hubei province, and uses Geodatabaseto build city road network geographic database and uses MicroSoft Visual Basic6.0andGIS component technology of ArcEngine component library. After completing therequirement analysis, the system design, the database design and establishment and theconstruction of statistical analysis of GIS model, the system development achieve thegoal of the system’s development task. Besides having the basic operation function ofthe GIS software map, this system also has the function of road traffic data’s displaying,browsing, query and analysis; based on the integration system data, this system cansimply display real-time road traffic condition; being through the statistical analysis ofGIS function to provide a variety of time granularity and the flow velocity data, andcalculating the evaluation of road network’s geometric structure and the evaluationindex of real-time traffic operation quality, to achieve the goal of quantitativedescription of the road traffic conditions. This system offers supporting for themanagement decision-making of traffic management departments, which provides datasupport for improving the city’s traffic operation efficiency to solve the serious problemof city road traffic jams.
