Study On The Pattern Of Rural Road Maintenance In China

In recent years, with the large-scale construction of rural highways and reconstruction of ground project in Shaanxi province, the quantity and quality of rural highways have been improved greatly, as well as, the rural transport conditions and the investment environment have also been improved, which effectively promotes the rural urbanization and new countryside construction. However, the problems that enormous quantity rural highway, big regional differences, together with insufficient maintenance management operation mechanism, such as rural highway maintenance absence management ideas and insufficiency fund maintenance have become increasingly clear, especially in maintenance mode, it is urgent to explore for the rural highway maintenance in actual management mode.This paper relies on the research Shaanxi rural highway maintenance mechanism and pattern which has been applies jointly by the Shaanxi provincial highway bureau and Chang'an university (Numbers:07-38R). First, the current situation of the rural highway's maintenance has been studies based the application results of. the four demonstration area. Second, rural highway maintenance management ideas in our province has been summarized, then three modes- transition model, mature mode and the ideal mode-has also been made. Third, a full set of reform route named "three steps" maintenance mode has been formed through the risk analysis to the strengths and weaknesses and the development trend of the maintenance mode. This research helps to promote good management experience, enhance maintenance management level, create local maintenance mode, and improve the rural highway maintenance management quality and level totally.
