Rearch On Mechanism Of Rural Highway In Wuhan City

With the development of trunk roads and national highways, national government and local government pay more and more attention to rural highways' development in the face of issues concerning agriculture, rural areas and farmers. Rural highways make great contribution to the development of rural economy and its maintenance is a new field. Rural highway maintenance is ignored while rural highway is being constructed rapidly. Because of the imprecise estimation of fund demand and the immature maintenance model, the maintenance mechanism is unscientific and its management is confused. This situation will largely affect the maintenance quality of rural highway and the contribution of maintenance mechanism. So it will be an obstacle to the travel of farmers and the circulation of agricultural goods. In Wuhan city, the distance of rural highway is so long and the maintenance work is very excessive, so it's inevitable to avoid these problems.In order to settle the potential problems during the maintenance of Wuhan rural highway, in this paper, first, I make it clear about the concept of rural highway maintenance mechanism and its constitutes and analyze the present maintenance mechanism of Wuhan rural highway; Second, I analyze the maintenance situations at home and abroad in order to get the experience and revelation; Third, I get the unbalance trends between funds supply and funds demand by making qualitative analysis and quantitative analysis to maintenance funds supply and demand( This part is the precondition and basic of maintenance model establishment and maintenance quality.); Then, I bring forward the financing channels which is suitable to rural highway maintenance and study the maintenance model in the condition of amply supported with funds; And finally, I give countmeasures to maintenance mechanism of Wuhan rural highway according to the analysis upwards.The maintenance funds is the precondition and basic of maintenance work, whether the funds is satisfied with the maintenance needs and whether we make full use of it will directly affect the optimization and perfection of maintenance mechanism. Establishment of maintenance model is the key factor for maintenance mechanism of rural highway fully exerting its economic and political factions. Whether the maintenance model is scientific and whether it's suitable to the future development of rural highway will directly affect the quality of rural highway and even the development of rural economy; The fluent funds supply chains and the optimization of maintenance model are the guarantee of safety and efficiency of rural highway, directly affect the trips of farmers and the circulation of agricultural goods, promote the development of integration of city and rural economies of Wuhan city and bring the economic prosperity around Wuhan city; they also has operation significance to the construction of harmonious society and the settlement of issues concerning agriculture, rural areas and fanners.
