Maintenance decision is the basic work of highway maintenance management, and scientific decision-making directly determines the service efficiency of maintenance resources and the maintenance benefit. The geographical importance of highway in highway network and changes of pavement performance are the key factors that can influence people to sort rural highway maintenance project. At present stage, people pay less attention to rural highway maintenance, and technical data accumulation is less. Therefore, the accurate judgment of maintenance project’s geographical importance in highway network and the predication of the changes in pavement performance play important roles in improving the decision-making level of rural highway’s maintenance.To improve the decision- making level of rural highway maintenance, this paper, on the basis of analyzing current situation of rural highway’s maintenance decision making, established optimization model of dual-objectives maintenance project’s decision making which is integrated with the calculation of highway’s geographical importance and pavement performance’s prediction; based on the dual topology network model, this paper analyzed the relationship between the three network center indices: degree, betweenness centrality, closeness centrality and the geographical importance of highway in highway network and analyzed the law of neighboring node’s impact on node’s significance and proposed a new computing method of highway’s geographical importance; based on the decaying law of PCI and aiming at the problem of lacking PCI data, this paper improved grey Verhulst prediction model in the two aspects of background value and initial conditions and compared the predicative effects of these three models: improved grey Verhulst prediction model and definite prediction model, GM(1,1)prediction model. This paper carried out example verification. The result indicates that the highway’s geographical importance calculating method can reasonably differentiate the importance of similar maintenance project in highway network, and the improved grey Verhulst prediction model can increase PCI prediction’s precision and stability. And the result also indicates that optimized model of dual-objectives maintenance project’s decision making is feasible.This paper has certain reference value for improving the decision-making scientificity of rural highway’s maintenance project and increasing rural highway maintenance management.
