Study On The Construction Management Mode And The Maintenance Development Model Of Rural Road In Tibet

Along with the western development policy support increased year by year and the country "area along the grand strategy","much starker choices-and graver consequences-in" Tibet rural roads ushered in the development opportunities,but as a result of the Tibet autonomous region rural highway construction management maintenance starts late,on a smaller scale,lack of experience,all kinds of problems in the process of development.Rural highway development at home and abroad for reference,this study mode to xigaze of Tibet rural highway construction and maintenance situation as the background,in Tibet rural highway financing mode,construction management and maintenance system for the management pattern research,and put forward the suitable for rural highway in Tibet custody mode development Suggestions and countermeasures.Firstly,the definition,classification and function of rural highway are introduced,and the development of highway financing,construction management and maintenance of rural roads is introduced in detail.Then introduce Tibetan rural highway development course,development present situation,existing problems,and thus in Tibet rural highway financing mode,construction management,maintenance management mode were discussed respectively,to explore,problems in their respective improvement measures are put forward;The last part is this article foothold,xigaze rural highway project construction management mode for the engineering application,delves into the agent in xigaze,the implementation of the development,problems and improvement measures.This paper mainly studies the development model of rural road management in Tibet.To explore more effective local rural highway financing structure,construction management and maintenance management mechanism;Suggestions and improvement measures on the related problems of rural road in Tibet are put forward.For rural highway financing model,introduce the PPP in Tibet,BT,ST three financing modes,put forward to strengthen transportation investment and financing platform construction,set up around the city transportation investment company;For rural highway construction management model,agent in Tibet,EPC,DB,PMC project management model,and the agent in xigaze rural highway project management application example research,fully affirmation and empirical model acting system superiority and feasibility of implementation of system,should be further improved and promotion;For maintenance management mode,analysis introduced maintenance marketization management mode,set up the maintenance management institutions at the county level,promote rural highway preventive maintenance,Tibet rural road maintenance management information system is established.By selection of the transportation departments of different types of project management pattern,an urgent need to construction inspection application effect evaluation system,rather than simply,man-made,qualitative evaluation,through building the appraisal system of the right,with the data.This paper also puts forward to establish a complete set of suitable for timely in Tibet rural highway construction management model test evaluation system,and the informatization construction of rural road maintenance management,bold conception,for further research were also discussed,hope to be able to in a follow-up study,construction of rural highway construction management evaluation system and rural highway maintenance management information system.This study to improve Tibet rural highway high continuous development for a long time,promote the development of Tibet rural highway traffic,to promote Tibet's economic and social development,to safeguard national security and stability,realize the goal of build a well-off society in an all-round way is of great significance.
