China's rural roads have played an important role in improving farmers' travel conditions, strengthening urban and rural contact and promoting development of rural areas resources. However, along with the rapid development of rural roads, the traffic security problems have never been solved, which has restricted the further development of China's rural roads. Due to complex environment, low roads grade, serious or catastrophic accidents occurs frequently on the rural roads in plateau mountainous areas, the traffic safety problem in these areas become more outstanding. Through the study on traffic security problems of plateau mountainous areas, coming up with the safety evaluation methods and the traffic safety facilities installing methods in plateau mountainous areas has an important practical significance in improving road safety, speeding up the development of rural roads in plateau mountainous areas and promoting harmonious new countryside construction.In this paper, the author summarize the traffic security problems of rural roads in Yunnan Province through an investigation and analysis in the basic situation of rural roads, the traffic safety situation and the safety security facilities setting situation. Know the main characteristics of traffic accidents through analyzing the traffic accidents occurred in Yunnan rural roads. Thoroughly analyzed the influence of people, vehicles, road, environment and management to the traffic safety.The author analyzed the feasibility of the current domestic and abroad existing road safety evaluation method to rural roads, proposed rural roads safety evaluation methods in plateau mountainous areas. By comparing and analysising traffic safety evaluation system in the domestic and abroad, the author also proposed a traffic safety evaluation system based on IHSDM, which is applicable to plateau mountainous areas. Combined with funds conditions, road grade and traffic characteristics in construction of rural roads in plateau mountainous areas, the author carried out system researchs on traffic safety facilities set position, form of choice. In the and, the author proposed traffic safety facilities, which is applicable to rural roads in plateau mountainous areas.
