The Study On Japan's Regional Environmental Diplomacy

After the Cold War, environmental issues have already become the central issue of international community. Japan which has special political and historical background carries out environmental diplomacy actively could not only improve Japan's international image in order to achieve political power dream, but also develop the domestic environmental industry chain to seize the commanding height of the world's environment industry chain and at the same time guarded the country's environment safety.This article tries to research the formation and development process of Japan's regional environmental diplomacy through the analysis of ECO ASIA and answers the following questions:the meaning, effect and results of the implementation of Japan's regional diplomatic strategy in Japan's environmental diplomacy; accordance with regional environmental diplomacy's effect, Japan's regional environmental diplomacy's strategic adjustment; according to the practice of the regional environment diplomatic strategy, environmental diplomacy strategy's adjustment and effects; the challenges Japan's environmental diplomacy faced and the future trends; China's reference and inspiration.This paper defines the concepts first. This paper made the development of the world's environmental diplomacy as the background of Japan's environmental diplomacy. Japan's environmental diplomatic strategy established through analyzing the evolution and features of Japan environmental diplomacy. First, Japan wants to become regional leader in Asia in the field of environment and development. Second, Japan wants to dominate the global environmental diplomacy through the identity of the regional coordination of the conflict between North-North and South-North countries, and gets involved international affairs. In regional environmental diplomacy, Japan made ECO ASIA as a platform to coordinate the North-South conflict, and made G8 Summit as a platform to coordinate conflicts between north countries, to achieve regional power goals and dominant initiative of the world's environmental diplomacy.Japan made ECO ASIA as a platform to build the policy of regional environmental cooperation mechanism:building a framework for regional environmental cooperation mechanism firstly; establishing of regional environmental cooperation mechanisms secondly; multilateral cooperation mechanism thirdly; institutionalized cooperation mechanism and promoting the regional integration process, and achieving political power fourthly.The 9th ECO ASIA has been the trend of multilateral. Because of the pressure America put, from the 10th ECO ASIA, Japan was forced to reduce the size of ECO ASIA, and back to concern the regional environmental issues, and forced to adjust the goal of multilateral. Japan's regional environment diplomatic strategy had to be adjusted:in the pursuit of political power of the long-term objectives, giving priority to economic interests; strengthening the Japan-U.S. alliance to maintain regional great power status.The Japan's goal of becoming a regional leader in the field of environment and development in Asia achieved basically. The goal of leading global environmental diplomacy as the regional leader in the field of environment and development is not fully realized because of America's opposed. The goal of achieving great power political country is now impossible. Therefore, the article holds Japan is facing four challenges of regional environmental diplomacy:chaining of Japanese and America's diplomacy line of the axis, transformation between economic principles and political objectives, plight of institutionalized mechanisms, coordinating South-North and North-North states conflict difficultly.This article holds that Japan's strategy of environmental diplomacy and regional environment will not change. The regional environmental diplomacy of Japan will put his main energy in handle the relationship between Japan and China and form an alliance with USA. China should learn from the Japan's errors of strategy which leads Japan to pursue the political power out of its capability and position national interests accurately on the basis of evaluate own strength properly. Meanwhile, China should achieve inspiration through Japan's policy of guiding cooperation of regional environmental diplomacy to promote regional environmental cooperation as a kind of regulation and focus on the construction of industry chain about environment. China should participate in regional environmental diplomacy actively and execute limited regional environmental cooperation. China should improve awareness of the environmental industry and seize the environmental high-end of industrial chain actively to occupies a favorable position in future's international competition.
