The level of project management for government work is very important, and the present situation of our country, but no real attaches great importance to the project management in government management application.This requires us to project management from the way of thinking, method and action strategies, to grasp, dig the government management level of potential. Safe community project risk management process is to achieve regional security forming process, it is one involves an area wide, extremely complex process. Therefore, safe community project risk management process is a complex systematic project, must according to the safe community project implementation process, the characteristics of each stage, coordination, planning, implementation, evaluation, improvement of monitoring management of all aspects of work, in accordance with the implementation of the program control at various stages of the work, in order to achieve security community successfully created. In this context, this paper aims at through the District People's Government in the overall creation of national security community stage in how to apply the project risk management, deepen the community safety evaluation and research, improve the theory circle and the government in project management ideas seriously, dig into project management and government management between the inevitable contact, and put two and two together tightly, so that the work of the government more rigorous, high efficiency, low cost.This paper introduced the project, the basic concepts of project management and management style, and the exploration of the government work and the management of the relationship between time, introduced a more critical theory -- project risk management, and through the quoted District People's Government of using project management integrated system create a safe community for the empirical analysis, obtained the persuasive conclusion.
