Risk Management is a very important stage during project management. Northern Heavy Industries Group Co., Ltd does not have many experiences and Risk Management awareness in the field of overseas EPC construction project. There is no scientific management process for management risk and only rely on project manager’s experience to control the risk. So the research on the Ethiopia NCSC cement plant3000t/d EPC project can not only build a completed Risk Management System to assure the whole project to be finished successfully but also can supply valuable experiences for the project manager in the future.The whole article is divided into seven chapters. The first chapter is Introduction; the second chapter is Theory Review; the third chapter is the brief introduction of the whole project; the fourth chapter is the reorganization of the main risk factors; the fifth chapter is the Evaluation of the recognized risk factors; the sixth chapter is Risk Control Method and the last chapter is the conclusion of this paper.The Focus of this paper is:first of all, this paper expounds the related theory of risk management. Secondly, based on the complicated risk factors of Ethiopia NCSC Cement Plant3000t/d EPC Project introduces AHP theory to classify separated risk factors and makes the control method more pertinence.The Innovation of this paper:First, by using questionnaire, according the discussion of several risk management specialists, representatives of NHI and the owners, to get the risk factor weigh weight which is accepted by the customer. This changed the way of get the risk factor weight by using project manager’s experiences and makes the result more realistic. Second, by using Risk judgment matrix, divides the risk factors into high, medium and low levels and makes the risk factors classification more accurate and scientific. Third, treads the risk control process as a dynamic process, supervises the trend of the risk. Uses perfect risk management process to prevent risk grade going up. And changes NHI risk management situation which is used to be fixed and does not pay attention to the risk tracking.
