Since the start of the industrial revolution from the west, the damage which made by industrial development to the eco-environmental has been plagued by the western developed countries. After the 1970s, with the science take-off, the process of industrialization in the world continues to advance, human lifestyles has been changed rapidly, industrial development and modern way of life make environmental pollution increasing and the earths ecological environment worsening year by year. Environmental pollution and ecological degradation gradually increased as a key issue that related to survival and development of human society. Eco-environmental problems also become an emerging major issue in the field of international politics. International environmental cooperation has occupied an important position in the agenda of governments.China and Japan are influential global power; they across the sea, there were close contacts in the economic and political since ancient times between them. After World War II, because of belonging to the different camps and the problem of Japan pleaded guilty in World WarⅡ, The two countries have been in the cold war and hostility for a long-term. In September 29, 1972, the two countries establish diplomatic relations on the basis of peaceful coexistence; this had terminated the abnormal state between the two countries, and then started a new chapter in Sino-Japanese relations. The two countries started cooperation in various fields; Sino-Japanese environmental cooperation had begun in this period. Although the relationship between the two countries through the international situation and bilateral relations between the transformation and downs, the cooperation in the ecological environment generally develops along the positive trajectory, and also have achieved fruitful results. In the 21st century, the problems of the earths ecological and environmental have been highlighted, protect the global environment and ensure the sustainable development of human society becomes an important issue in international politics. China, as the worlds largest developing country, we faced with severe challenges in the ecological field of environmental protection. As China's neighbors Japan, On the adjacent geo-, it is undeniable that Japan have a common interest with China in ecological environment. Under the impetus of the green wave which means protection of the earth, the issues of cooperation on environment are gradually from the edge to the core in the bilateral relations, the pattern of environmental cooperation began to mechanism of evolution, and this plays an active role to stability and enhances bilateral relations.Firstly, this article links the development of the world environmental movement, the development of Sino-Japanese relations and Sino-Japanese cooperation on the environment-development, and then gives a systematic investigation to the process of Sino-Japanese environmental cooperation.
