Since the 90s of the 20th century, due to the frequent international disaster crisis, especially avian flu and SARS'outbreak, governments become increasingly concerned about the disaster crisis management, so that the study about how to deal with the disaster crisis management is rapidly becoming worldwide.Under normal circumstances, when faced with an emergency, the government plays an active leading role in the early warning, monitoring and rapid response process, but in fact, because of the limited available resources and the limitations of their own abilities, the government can not monopolize all of the services in responding to every kind of emergencies. With its own civil, professional, flexible and social nature, and many other features which can make up "government failure",, the non-governmental organizations can play a positive role in the process of managing the disaster crisis to cope with the disaster crisis hazards together with the governments.Based on the analysis of response policy of both the domestic and international non-governmental organizations involved in disaster crisis, especially the further study of non-governmental organizations' function in the case of Wenchuan earthquake, the auther summarizes China's non-governmental organizations'development status, shortcomings and future prospects. The full paper is divided into six parts which are as follows:Chapter I:Introduction. This part introduces the study background and significance. research interior and abroad, types of research methods the paper used, the innovation and weakness in this paper.Chapterâ…¡, analysis on China's non-governmental organizations in the disaster risk management, taking Wenchuan Earthquake for example. This chapter mainly focuses on the non-governmental organizations' function in the earthquake recovery and reconstruction, in order to explain non-governmental organizations'necessity and feasibility in disaster crisis management, and also puts forward the problems that the non-governmental organizations involved in disaster risk management and analyzes the reasons which restrict the development of non-governmental organizations in China. Chapter III:Theories of china's non-governmental organizations involved in disaster crisis management. This chapter describes the four main theories supporting for non-governmental organizations involved in disaster crisis management:control theory; good governance theory; public choice theory and the civil society theory. It also analyzes the necessity and feasibility for China's non-governmental organizations to take part in disaster crisis managementChapter IV:Experience and inspiration of foreign non-governmental organizations involved in disaster crisis management. By analyzing the experience which comes from non-governmental organizations involved in disaster crisis management in several typical Western countries, the author summarizes a series of valuable lessons which will play an important role in helping non-governmental organizations develop healthily in China.Chapter V:Countermeasures of improving non-governmental organizations involved in disaster crisis management. Based on the analysis of the reasons of restricting china's non-governmental organizations involved in disaster crisis managements and the experience of disaster crisis management of non-governmental organizations in Western countries, this chapter proposes some specific measures to improve china's non-governmental organizations to involve in disaster crisis management.
