The Weakness And Improvements Of Guilin's Disaster Crisis Management System In The Periods Of Transformation

The thesis focuses on the recurring disastrous public crises in this region. The reasons why I choose such a topic, on the one hand, with the rapid development of economic and technology, the advancement of globalization and cooperation of societies, varieties of public crises emerge constantly; on the other hand, public crisis is a very broad concept, without classification, we can not learn the development of public crisis appropriately and can not find the effective way of management. Guilin as a tourist city connected with the sectors of geography has its characters; as a result, the city has the specialists on public crisis management system. Based on present system which step should we choose to develop and improve public crisis management system. This paper starts from natural disasters in Guilin recent years; by analyzing the number of natural disasters as well as crises we can find that the man-made factor brings great significance into these crises. This paper will use the comparative inductive and literature method.Guilin achieved good results in crisis management. Take the local system for example; Guilin has built a good foundation in the leadership mechanism, information sharing, emergency response team. However, the snowstorm in early 2008 once again exposed the weakness in Chinese government crisis management system. First, the highly centralized management system led to the underdevelopment of government administration. Second, the lack of accountability led to the lack of sense of responsibility and sense of service of government officials. Third, the rule of man over the rule of law led to the effective implementation of crisis management. Fourth, under the all-powerful government agency, obscure the line of government and civil society. Fifth, the pressurized system of fanatical pursuit of GDP, made officials neglect crisis management system. Sixth, the strict control on press led media can not supervise the government.The root cause weakness is defects of the administrative system, so the fundamental way to eliminate the weakness is to achieve administrative system innovation. First, to accelerate the pace of reform of local political democratization, strengthen democratic constitutional system and the government's effective supervision and restriction. Second, establish the reform of the administrative system and build crisis management institutions, so that to improve flexibility responsiveness and coordination of various government departments. Third, establish a citizen-oriented and results-oriented evaluation system of government; improve the reserve system of emergency supplies. Fourth, under the responsibility of building a harmonious society the government, strengthen government services and sense of responsibility. Fifth, format the multi-center response system, strengthening civil society cooperation and interaction of public governance systems. Sixth, build a sound information flow channels, to establish the freedom of the press system and protect the citizens rights. The emergence of a new disaster demonstrates from one aspect disaster risk management system does not exists at the operational level, if not eradicate the weakness of system new circumstances will continue to e emergence, even lead to the lack of credibility of government. Therefore, the most fundamental way of dealing with crises is to improve institutional defects, strengthen social government capacity gradually.
