HSE Management System Implementation Effectiveness Assessment

Due to characteristic of flammablity,explosion, toxicity and high environmental risk in chemical industry, Health, Safety and Envronment (HSE) management system has been implemented gradually in overseas and China chemical industry especially in large and medium national-owned companies. But HSE managment system implementation are still in preliminary status in domestic chemical industry. In particular, Rare studies have been reported on the effectivenss assessments. It therefore is critical to use effective assessment system to assess and make sure the HSE management system running well.Through investigation and case study of effectiveness assessment tool for HSE management system implemented in a multinational company in China, An assessment system tool suitalbe for China chemical industry was established with nine elements such as managing improvement/leadership, health and safety of employees and contractors, security of people and assets, product stewardship, emergency response and community awareness, asset integrity and process safety, site environmental protection and pollution prevention, competency management,HSE KPI reporting. The weight of each element is screened on the basis of survey and results showed that the weight of the management involvement/leadership is the highest and is 0.212, following by health and safety of employees and contractors with 0.168. According to validity of each elements and continuous improvements, the performance level of each element of HSE managment system is classified as:informal, functional, integrated and leading through checking status of concerning points in checking list.Through case study of a chemical company to analyze each element maturity level and overall system implementation effectiveness. The case study showed that the assessment tool are valuable for domestic chemical companies to conduct HSE management system implementation effectiveness assessment and make sustainable improvemnts, thus improve the HSE performance of the company.
