The emergency management of safety production in petrochemical enterprises is very important because of their complexity of the equipment, technology and personnel. Usually, chemical accident disposal process and analysis of petrochemical enterprises are carried out through the development of emergency plans and the hypothetical accident scenes. These traditional methods are difficult to meet their needs, and often lead to a large number of human and material waste, and the exercise effect results are difficult to approximate the real situation, which also makes them difficult to be verified and improved because of a lot of contingency plans just stay in the stage to make them.Based on research,the blunt words version of chemical emergency plans can be decomposed, analyzed, preparation, and the parallel management system of chemical emergency plans (PMS-CEP) can be designed, learned, operated, exercises,evaluated and managed, It provide comprehensive solutions and measures for the improvement of emergency plans.The primary works in this thesis are presented as follows:(1) The PMS-CEP’s system framework is put forward according to their writing process. Through the designed network platform of chemical emergency plans, the emergency plan can be managed, trained and evaluated, and the dynamic evaluation of emergency plans can be carried out through the artificial system also.(2) The behavior decomposition of chemical emergency and human behavior modeling are be researched, and the evaluation index of the integrity, complexity and reliability of the emergency plans are established.(3) Based on these key technologies, PMS-CEP is designed, and its realization of the learning and training, experiment and evaluation, and management and control are introduced in detail.PMS-CEP has been put into use in the Qilu Petrochemical, which breaks the traditional mode of desktop and on-site listing exercise, to meet the requirements of emergency plans for major accidents, and to improve the level of emergency management. In summary, the technology of plan design,plan train and exercise,static assessment and dynamic assessment are applied in the life-cycle management of chemical emergency plans, to realize the improvement and optimization of the emergency plan management, which is the innovation point of this thesis.
