Historic Block is the accumulation of people's life morphology from generation to generation. It includes the streets, buildings, culture relics and ancient relic which bearing the historical culture genes of a certain area. Town traditional historic district is the witness of human history process, and it the affective bridge of people and city historical context. The protection and utilization of them represents not only the subjects of later generations to preserve the traditional history culture of cities, but also has great practical significance. But they are also vulnerable and limited damage, how to manage effectively various resources of historic distract, and carry related reform and re-use planning on this basis is the key to achieve effective protection of the important historical and cultural heritage. In order to achieve the purpose of effective protection of the historical heritage, human is using the most effective and beneficial protection method throughout the world.In this paper, Management Information Systems for Conservation of Gulou West and East Street Priority Historic District in Datong city is designed and developed, on the basis of the in-dept analysis of the the domestic and foreign research status of historical and cultural heritage protection and management, as well as historical information resources of their own characteristics. According to software engineering ideas, combining database management technology, component technology, and also the status and demand of historical information resources management, the general design of system, the design of database, the design of the functional modules, as well as interface design and code implement are completed. Developing system adopts ArcGIS Engine components, combined with ArcSDE and Microsoft SQL Server database technology, developed a set of GIS functions for Management Information System of Historic Districts Information Resources in the Visual Basic 6.0 development environment.The system could achieve input, storage and management of present situation data in historical distract, and drawing status analysis graphs of protection and development planning. It implements not only bidirectional query, retrieval and analysis of attribute data and graphics, but also strive to provide fast and efficient GIS analysis results for planning on the basis of multiple data integration. It can provide auxiliary decision for decision makers to make reasonable schemes for conversation, thereby enhancing the efficiency and rationality of the design and planning, and ultimately reach the purpose of enhancing the scientific and rationality of protection planning of cultural heritage in historical district.The system focus on Gulou West and East Street Priority Historic District in Datong city for the demonstration area, displaying its application in historical resources conservation and management. It has general applicability, as long as making appropriate adjustments according to the concrete characteristics of the region, we can promote its scope of application.
