Much distress regenerates a nation. What Premier Wen Jiabao wrote with a piece of chalk gave everyone a strong power to face the heavy pain that caused by the Wenchuan earthquake. Over 80,000 lives lost in that earthquake and the direct economic loss is 845.1 billion RMB. What a great tragedy! A lot of problems emerged from it. A Lack of modern information technology makes disaster relief process less efficient.To reduce the risk of earthquake and improve the capacity of urban earthquake disaster management become a very realistic and also challenging issue. Doing well preparing work before earthquake strikes is an important factor for advancing level of risk management and ensuring validity of post-disaster emergeney. It has been listed as one of China Disaster Reduction mission which is to enforce the ability of managing the potential risks of natural disaster and its information. Therefor, this country calls for more information technology innovation to support making decisions against unpredictable risks.This thesis is just about how to develop a risk management information system for the purpose of helping the local government to make a good preparation in case of an earthquake happened and to mitigate earthquake disasters. By applying the most popular component GIS technology—ArcGIS Engine, it takes community as basic unit of earthquake disaster risk analysis, assessment and disaster information management. This system can do the job of data inputing, analysing, managing, querying and displaying using maps and tables. It is a GIS-based information management system that can quite meet the local government's needs to carry on earthquake related work.This thesis contains seven chapters. The followings are main conclusions of the research:(1) Elaborating the related theory and technology. By giving a small memo shows the way of how to develop ArcGIS Engine windows stand-alone program vividly.(2) System designing. The fundamental function modules of UEDRMIS are established according to the code of earthquack disaster evaluation and its information management system. The design of structure, functions and data steam of each module are accomplished and the program codes are complied in C# language based on ArcGIS Engine development technology.(3) Database designing. It has divided the system database into two logical parts, basic database and final database. Since it is a windows stand-alone system, there is no need to use big RDBs to manage data. All data are saved in Personal Geodatase which can be well managed by Access. It gives an advantage of easy installation.(4) Giving a good summary of some developing skills. The skills of map querying, map symbolization, interacting with main mapcontrol object and also software packaging can be a good material to learn.Camparing to other similar systems, this system is the first one to integrate all the functions into one which only need one computer to install it. The interface is designed very friendly and it is easy to use. So once it is installed, the users can depend on it to help doing their job.The other innovation of this system is applying ArcGIS Engine technology in earthquake disaster risk information management system which is the first one to do so. This breakthrough brings a much more cheap but functional system into public. There is no need to improve existing software or hardware configuration. Economic investment can be attractive to local government to implement this program.
