The operating costs are confined to the one-way from the point of origin to the point of destination in the most logistics system models. On the basis of the former's experience, the model is established to consider the operating costs of the shuttle movement synthetically by making creative improvement. At the same time, we quantify and analyse the operating costs of the two models from the system engineering. The shipper will consider not only the factor of price but also the efficiency, when they decide which company to choose. Based on the price and the timeliness of the delivery for the customers of both the importance of considering, the model introduces a competitive element. The model compare cost of the different transportation modes, thus analyses the customer-oriented competitiveness level. With the development of the LTL industry, the number of the cargo terminals will be increasing inevitably.
