Firm value theory and strategic theory are hot requires of the theory circle, the study on firm value only focuses on introduction the models of firm value assessment, and using these models to analysis the listed company of our country at present in our country; There are lack deeply study on intention of firm value and the effective way to improve firm value . And the strategic theory lays particular emphasis on the balance of firms and its external environment, the business strategy and maximum of firm value can not get real implementation in practice because of its abstract.In the present market economy environment, firms are in three kinds of different markets at the same time: (1) the commodity market, (2) human resources market, (3) capital market. Firms are in advantage status in the market, unless it gains the favorable customer in each market: the customer, the staff, investors. Firm offer value for these three customers. So the core of firm management is to offer value for relevant subjects of main interests. This paper analyses firms how design strategy based on firm value, how to implement strategy to realize firm value.First, the paper describes the meaning of firm value and firm value assessment method, propose firm value should be strategic, perspective category; Point out that should adopt the new assessment method to the strategic meaning of firm value at the same time . The second part of the paper analyses the strategic influence factor of firm value, designs the procedure after putting forward the strategy based on firm value. The third part of the paper talks about firm value, having stated customer's value from system angle, states customers' value, staffs value and investor's value have close relations, firms will not achieve success unless pay close attention to the value of the three at the same time .At the same time, proposes the creation of firm value and distribution mechanism. The forth part of the paper, describe the enterprise value assessment method of the strategic angle in detail: Balanced scorecard.. Finally, the paper proposes the strategic office procedure based on value: Value is managed, and has stated the office procedure of value based on relevant subjects of every interests of value further.
